p. 173. The stub column has no printed heading, so cell 0 of every heading level is empty. "Total" is a tall single heading spanning all three levels and is repeated in each. "Number of cases" spans the four right-hand columns at the top level; "Identification of petitioner" spans the same four columns at the second level. Suspected misprint: the first body row reads "Pending October 1, 1995" in a fiscal year 1997 table, where "October 1, 1996" would be expected; transcribed as printed. The year digits are clearly legible. The footnote marker 1 in the caption (after "Fiscal Year 1997") is omitted along with the rest of the caption, as instructed; the footnote text itself is retained.
