p. 141. The table is printed broadside (turned 90 degrees) on the page; only the caption and footnote run horizontally in this crop. 17 columns: the stub plus four case-type groups (All R, RC, RM, RD) of four columns each. Header hierarchy: within each group, the level-2 banner "Elections conducted" is centred over only the first three columns (Total elections / Withdrawn or dismissed before certification / Resulting in a rerun or runoff); the "Resulting in certification" head is a tall cell spanning header levels 2 and 3, so it is repeated in both levels above. Only the All R group's certification head carries the raised footnote marker 1. Every "Rerun required" / "Runoff required" sub-row carries a value only in its group's "Resulting in a rerun or runoff" column; all of its other cells are printed as dash rules and are given as "". The one exception pattern: the Consent-elections "Runoff required" cell is a printed 0 in the All R group but a dash rule in the RC, RM and RD groups. Doubtful cell: the "Runoff required" sub-row of "Expedited—Sec. 8(b)(7)(C)" in the All R "Resulting in a rerun or runoff" column. The digit did not resolve crisply at the resolution available to me; it is transcribed as 2. There is no dash rule in that cell (blank cells elsewhere always carry one), and 2 is what the printed column total 21 and the RM panel's 2 require. Scanning specks that are not printed values and were left out: a mark resembling "D" in the RC "Resulting in certification" column beside the Consent sub-rows, a dot in the All R "Total elections" column at the Consent "Runoff required" row, a dot in the RC "Withdrawn or dismissed" column beside the Board-directed sub-rows, and a tick at the top of the RD "Resulting in certification" column. No internal inconsistency found: every section row equals withdrawn + rerun/runoff + certification, every column total equals the sum of its five election types, each section's rerun + runoff equals its rerun-or-runoff figure, and RC + RM + RD equals All R in all 16 columns.
