Suspected misprint: row "Total number of cases closed", column "All C cases / Percent of total method", is printed as "0.0" where the other method-group header rows carry 100.0; transcribed as printed. Dash rules ("——") used for nil percents are rendered as empty cells throughout, per instruction. The CP percent cell on the "After hearing opened, before issuance of administrative law judge's decision" row carries only faint scan speckle plus a dash and is read as empty. The crop is cut off immediately below the "Compliance with" row (a double rule follows), so the sub-rows of that section and the rest of the table, including any footnotes, are not on this image. The caption's superscript 1 therefore has no corresponding footnote text in the crop. The row label "After hearing opened, before issuance of administrative law judge's decision" is printed in italics across two lines and joined here; "Compliance with" is followed by leader dots and may have been intended to end with a colon.

No footnote texts are printed below the table on this page; the marker "1" in the caption refers to a footnote carried on an earlier page of the table. Cells I want to flag: - CD cases, Number column, rows "Before issuance of complaint" under Withdrawal and under Dismissal: printed as "(2)" on the baseline. Given the row arithmetic (the other CD detail figures sum exactly to the CD totals of 0 and 2 without it), this parenthesized "(2)" appears to be a footnote reference rather than a count, but I transcribed it exactly as printed. - "By Board decision" / All C cases, Percent of total closed: the glyphs read "0 4" with no decimal point visible in this 1-bit scan (all neighbouring cells in that column carry one). The column headings are reprinted on this page, so they are transcribed here. 18 columns: stub plus Number/Percent-of-total-closed/Percent-of-total-method for All C cases, then Number/Percent-of-total-closed for each of CA, CB, CC, CD, CE, CG and CP cases. Scan specks: a stray dot sits just right of the "3" in the All C cases Number cell of "By circuit court of appeals decree", and a dot precedes the "0" in the CC cases Number cell of "By Supreme Court action" (reads ".0"); both are printing/scan artifacts, and the values are 3 and 0 respectively. A loose dot also appears under the CD cases Percent cell between the "10(k) actions" and "Otherwise" rows. Dash rules ("——") fill the percent cells opposite zero counts; these are transcribed as empty cells. In the "Otherwise" row the CD cases Percent cell is faint and may be blank rather than a dash rule, but either way it is recorded as empty. Footnote 2 is printed under the table but its marker does not appear on any row or heading in this crop; it presumably attaches to a row on the preceding page.
