736 of 736 figures sit in a row or column sum that works out.

Reader’s notes

p. 126. The table is cut off by the crop: it ends mid-section after the "Maryland" row (the South Atlantic division block is incomplete and has no subtotal here), and it continues on the following page. No footnote texts are printed on this crop, although footnote markers appear in the caption (Fiscal Year 1997^1) and in the stub heading ("Division and State^2"); the marker on the stub heading is retained in header_rows. 17 columns: stub, "All cases", eight columns under "Unfair labor practice cases" (All C cases, CA, CB, CC, CD, CE, CG, CP), four under "Representation cases" (All R cases, RC, RM, RD), then UD, AC and UC. The headings "Union deauthorization cases", "Amendment of certification cases" and "Unit clarification cases" each sit above their one-letter code (UD/AC/UC) and are repeated across the two upper heading levels. The scan has lost the dots on many lowercase i's (e.g. "Maine", "Missouri", "Michigan" print as "Mame", "Missoun", "Michigan"); row labels are given with their intended spelling. Stray ink specks appear next to several figures (e.g. the dot before "6" in New Hampshire RC, before "44" in Ohio RD, before "23" in Wisconsin RD, and the apparent leading mark on Pennsylvania CE "7" and New Jersey CD column); these are read as printing artifacts, not footnote markers or digits. Pennsylvania CE is read as 7, consistent with the Middle Atlantic CE subtotal of 16 (1+8+7). All row and column sums in the body were checked against the printed division subtotals and the "All cases"/"All C cases"/"All R cases" totals, and every one is internally consistent as transcribed.

p. 127. Crop content: the page opens in the middle of the South Atlantic division. The first state row shown is District of Columbia; the division's earlier states (Delaware, Maryland) are on the preceding page. Consequently the "South Atlantic" total row (4,121 all cases) is larger than the sum of the seven state rows printed here (3,456); this is a crop effect, not a misprint. All other divisions shown (East South Central, West South Central, Mountain) are complete, and their totals and row sums all check out arithmetically, as do the South Atlantic total row's own internal sums (2,898+639+31+2+0+2+0 = 3,572; 3,572+531+7+2+9 = 4,121). Column structure: 17 columns. The last three columns carry a two-level heading (spanner "Union deauthorization cases" / "Amendment of certification cases" / "Unit clarification cases" above the code line "UD" / "AC" / "UC"); the code line is printed slightly staggered in height across those three boxes but belongs to one heading level. Scanning artifacts, all read through to the value shown: in the South Atlantic total row the CA cell prints as "2,898.." with trailing leader-dot specks (value 2,898); stray ink dots sit beside Virginia UD, Arkansas UD and AC, Oklahoma AC, Utah AC, Nevada UC, Wyoming RM, Kentucky RM, Mountain CG and UD, East South Central CE, and the Colorado AC cell reads ".0" (value 0). Several row labels and division lines carry similar speckling in the leader-dot field. No footnotes are printed on this crop; the only footnote marker visible is the superscript 2 on the stub heading "Division and State".

p. 128. This crop is the final page of a multi-page table (the Pacific division, outlying areas and the grand total); the preceding divisions are on earlier pages, but the column headings are reprinted here so they are transcribed. Arithmetic checks: every figure in the grid is internally consistent as printed. For each state row, All C cases = CA+CB+CC+CD+CE+CG+CP, All R cases = RC+RM+RD, and All cases = All C + All R + UD + AC + UC. The Pacific line equals the sum of its six states in all 16 numeric columns, Outlying areas equals Puerto Rico + Virgin Islands, and the Total line is consistent across its own row. No suspected misprints. Scan artifacts, not transcribed as characters: the 1-bit scan drops the dot on many letter i's, so the headings render as "Unfar labor practice cases" and "Divisıon and State" and the labels as "Califorrua"/"Pacıfic"/"Puerto Rıco"/"Outlyıng areas"; these are transcribed with their standard spellings ("Unfair labor practice cases", "Division and State", "California", "Pacific", "Puerto Rico", "Outlying areas"). Isolated speckles of ink sit to the left of several values — Washington UC (read 20), Puerto Rico All cases (453), Puerto Rico CC (0), Virgin Islands All R (12), and California/Hawaii UD — and are ignored as dirt rather than read as digits or markers; the arithmetic checks above confirm each of those readings. The footnote line at the foot of the page is sliced horizontally by the crop: footnote 1 is still legible and is transcribed, but any further footnotes are cut off. In particular the superscript 2 on the stub heading "Division and State^2" has no corresponding footnote text visible in this crop.
