The scan is lightly speckled but all digits are legible. Apparent internal inconsistency as printed (transcribed as shown, not corrected): the "Decisions issued after hearing" line reads 13 / 6 / 7, while the two indented lines beneath it, "By Regional Directors" (78 / 6 / 72) and "By Board" (3 / 0 / 3), sum to 81 / 6 / 75. The sub-lines appear to carry the larger counts, suggesting the 13 / 6 / 7 figures may be misprinted or that the sub-lines cover a broader universe than the line above. Other arithmetic checks out: Board action on requests ruled upon, total 27 = 6 + 21 + 0; Board decision after review, total 3 = 2 + 0 + 1 (and 0 AC + 3 UC).
