p. 119. Seven printed columns: stub, "Cases in which formal actions taken", then five columns under the spanner "Formal actions taken by type of case" (Total formal actions taken^2, RC, RM, RD, UD); a double rule separates the RD and UD columns, consistent with footnote 2 (UD excluded from the Total column). Footnote marker 1 is attached to the caption ("Fiscal Year 1997^1"), which is omitted per instructions; marker 2 is on the heading "Total formal actions taken". "Review of Regional Directors' decisions:", "Regional Directors' decisions:" and "Outcome:" are label-only section lines with no printed values. Two row labels wrap in print and are joined here: "Transferred by Regional Directors for initial deci-/sion" (end-of-line hyphen repaired) and "Withdrawn after request granted, before/Board review". The scan carries scattered specks and stray marks (e.g. a dot left of 661 in "By Regional Directors", a dot before 30 in the RD column of "Board action on request ruled upon, total", a dot before 23 in the RD column of "Denied"); these are read as dirt, not as decimal points or footnote markers. No cell was illegible, and all printed totals cross-foot correctly (rows sum to their totals, and RC+RM+RD equals the Total formal actions taken column throughout).
