p. 116. Three columns; the stub has no printed heading, so cell 0 of the single heading level is empty. The section banners spanning the full width ("A. Charges filed against employers under Sec. 8(a)", "Recapitulation^1", "B. Charges filed against unions under Sec. 8(b)") and the stub-only lines "Subsections of Sec. 8(a):" / "Subsections of Sec. 8(b):" are transcribed as label-only rows. "9922" in row 8(a)(1)(3) is printed without a digit-grouping comma, unlike every other four- and five-digit value in the table; transcribed as printed (a likely typesetting slip). The reading is corroborated arithmetically: the sixteen 8(a) detail rows sum to exactly 25,809, and the nineteen 8(b) detail rows sum to exactly 7,563, matching both printed totals. The "Recapitulation" banner carries a raised 1 footnote marker, but no footnote text appears within this crop — the table ends at a bottom rule with nothing printed below it, so footnote 1 presumably appears on a continuation page or was cut off. `footnotes` is therefore empty.
