0 of 6 figures sit in a row or column sum that works out.
p. 29. The crop is a small fragment. Along the top edge is the clipped bottom line of the table caption (only the descenders and the fragment ending "... in 1997." are visible); per instructions the caption is omitted, and because no column headings are printed on this image header_rows is empty. The grid has two columns: the stub of row labels and a single unlabelled numeric column at the right. All three numbers (18, 7, 5) are clearly legible; leader dots after each label were dropped. Stray specks appear to the left of the values in the "Granted" and "Denied" rows (a dot above the leader dots in "Granted" and a small mark left of the 7 in "Denied"); these look like scanning artifacts or stray ink, not footnote markers or digits. The table almost certainly continues below the bottom of the crop (no total line or rule is visible), and any footnotes would fall outside this crop.
p. 30. This crop is a three-line continuation fragment of a table carried over from the preceding page: no caption, no column headings and no footnotes are printed on it, so header_rows is empty. The grid has two columns, the stub and a single unlabelled figure column; the figures (1, 22, 12) are right-aligned in that one column and nothing is printed to their right. A faint isolated dot appears in the top margin near the centre of the crop, which is the tail of a leader-dot line from the row immediately above the crop boundary, not a data cell. All three labels and figures are clearly legible.
