0 of 8 figures sit in a row or column sum that works out.
p. 173. Six printed columns: stub, Total, then four columns under the spanner "Number of cases" / "Identification of petitioner" (Employer, Union, Courts, State boards). "Total" is a tall heading occupying all three heading levels in its own column and sits outside the "Number of cases" spanner (a vertical rule separates it). The stub has no printed heading, so the stub cell is empty in every heading level. "Employer" is printed hyphenated across two lines ("Em- ployer") and has been rejoined. The footnote marker 1 in this table is attached only to the caption (excluded) — no body cell or column heading carries a marker. Scan quality: the digit 1 is rendered with a serif that can look like a lowercase "l" (e.g. "Pending October 1, 1995" and the two 1s in that row), but all are read as the digit 1; all values are small, single- or double-digit, and legible.
