The footnote text itself is not printed within this crop (the image ends at the table's bottom rule), so `footnotes` is empty. Printed totals do not add in two columns, transcribed as printed: "Totals—all types" Number decided under Total—all courts is 20 while the detail rows sum to 19, and Upholding Board position under Total—all courts is 18 while the detail rows sum to 17. The discrepancy originates in the "In courts of appeals" panel, where the printed Number decided 9 and Upholding 8 exceed detail sums of 8 and 7. The "In district courts" and "In bankruptcy courts" panels and all "Contrary to Board position" columns do add correctly, as does 18+2=20 and 8+1=9 within the printed total line. Row labels: "To review:" and "To compel NLRB to:" are printed with a trailing colon; "To restrain NLRB from" appears to have no colon in this scan, though the leader dots begin immediately after it and a faint colon cannot be ruled out. Scan artifacts: isolated specks sit just left of the bankruptcy-court "Upholding Board position" value on the "To quash state court subpoena" row and on the "To restrain NLRB from" row, and below the bankruptcy "Contrary to Board position" cell on the "Collecting pursuant to settlement agreement" row; these are dirt, not digits or markers, and the values read 1, 0 and 0 respectively. This source PDF uses lossy JBIG2 compression, which carries some risk of digit substitution; the digits here are all single-character and were read at full resolution, but that is the main residual uncertainty.

Column headings are printed in full here, so they are given. The "Number decided" column of each court group is a tall heading spanning the "Court determination" level, so it is repeated in both of the lower heading levels. The row "Other" is printed flush at the left stub margin and is separated by a rule from the seven rows that follow, which are printed indented one level and appear to be its sub-items; labels are transcribed exactly as printed without the indentation. The printed footnote carries marker 1, but no footnote reference mark appears on any row label or value visible in this crop (the referenced FOIA row is on the preceding page). The section-sign labels are typeset with a space before the number ("§ 301", "§ 1113"); transcribed that way. All values are single digits and legible; no doubtful cells.
