p. 169. Grid is 23 columns: stub, two "Total" columns, then five outcome blocks (Affirmed in full; Modified; Remanded in full; Affirmed in part and remanded in part; Set aside), each with Fiscal Year 1996 Number/Percent and Cumulative fiscal years 1991-1995 Number/Percent. Arithmetic check: all twelve Number columns sum exactly to the printed "Total all circuits" line (147, 780, 97, 556, 19, 63, 6, 48, 7, 26, 18, 87), so the count cells and their column placement are well corroborated. Three Percent cells do not match the counts in their own row under the footnote's stated method, and are transcribed as printed: (a) "3. Philadelphia, PA", Affirmed in full / Cumulative Percent, printed 85.6 (72 of 84 = 85.7); (b) "9. San Francisco, CA", Affirmed in full / Cumulative Percent, printed 83.4 (80 of 96 = 83.3); (c) "8. St. Louis, MO", Set aside / Fiscal Year 1996 Percent, printed 28.5 (2 of 7 = 28.6, and the identical ratio in "7. Chicago, IL" Remanded in full is printed 28.6). Each differs only in the final digit; these may be original misprints or scan artifacts in the last digit. I read each twice and both readings agreed. The last body row is printed as "Washington, DC" with no list number, unlike the eleven numbered circuits above it; the label is transcribed as printed.
