Reader’s notes
p. 144. Nine columns: stub plus four two-column blocks (Number / Percent by type). The stub column has no printed heading at either level, so cell 0 of both header rows is empty. Dash rules ("——") appear in every percent cell where the corresponding count is 0 (RM cases "No union chosen" and "Outcome of original election reversed"; all four percent cells of Consent, Expedited and Board-directed elections); these are transcribed as "" per the rules. The footnote marker 2 is printed raised after the "Total rerun elections" spanner heading; footnote marker 1 is attached to the caption year ("Fiscal Year 1996"), which is omitted as part of the caption. Scan quality: in the "All representation elections" row the Union-certified percent reads 38.1 (the decimal-point digit "1" is lightly inked and resembles an "l"); RM cases "Total rerun elections / Number" and "Union certified / Number" are both the digit 1. No value appears misprinted: 73 + 1 + 10 = 84 and 63 + 21 = 84 as printed.
