p. 140. Seven columns: stub plus six data columns, with the spanner "Type of election" running over all six. The stub heading "Type of case" and the spanner occupy the two heading levels, so each is repeated down its level. Row-label section heads are transcribed as printed: four end with a colon ("All types, total:", "RC cases:", "RM cases:", "UD cases:") but "RD cases" is printed without a colon. In the last column, the three UD cases rows show a short dash rule rather than a figure, so those cells are "" (the expedited 8(b)(7)(C) column does not apply to UD cases). Scan-artifact reading calls: several thousands separators print as a period-like speck rather than a clear comma at 300 ppi ("43.657" in All types / Eligible voters / Regional Director-directed, "2.133" and "1.808" in the RM cases Eligible voters and Valid votes totals). These are digit-grouping commas in context and are transcribed as commas. A stray speck also sits just right of 484 (All types / Elections / Regional Director-directed); it is page dirt, not a footnote marker or decimal point. Arithmetic cross-checks all pass, which supports the digit readings: each Total equals the sum of its five component columns in all fifteen data rows, and the RC+RM+RD+UD column sums equal the "All types, total" line in every column (e.g. Elections 2,738+54+485+50 = 3,327). No printed value appears to be a misprint. This page comes from the 1996 report, whose scan is lossy and carries some digit-substitution risk, but the complete row-and-column arithmetic agreement here argues against any undetected digit swap.
