Charges filed against unions under Sec. 8(b)" are section banners spanning the width of the table and carry no values, as does the stub line "Subsections of Sec. 8(a):"/"Subsections of Sec. 8(b):" that precedes each "Total cases" line. The crop ends at the closing rule after the 8(b)(1)(2)(3)(5) row: the table is cut off here and continues on the following page (the Sec. 8(b) recapitulation block is not on this image). The raised "1" on "Recapitulation" is a footnote marker, but no footnote text is printed within this crop, so `footnotes` is empty; the footnote presumably appears on the continuation page. Doubtful/low-resolution cells: in the source scan the parenthesis pairs in some stub labels print with the closing and opening parens merged (e.g. "8(b)(3X5)", "8(b)(1X2)"); these were read as "8(b)(3)(5)", "8(b)(1)(2)", etc. In the 8(a) block the value 2,262 for row 8(a)(1)(3)(5) has a faint comma but the digits are legible.
