Transcribed as printed; it looks like a typesetting/compilation artifact rather than a meaningful value. "Before issuance of complaint", CD cases Number: the cell holds a parenthesized raised 2, i.e. a reference to footnote 2 standing in place of a value, not the number 2. Transcribed as "(2)"; the adjacent CD percent cell is a dash rule and is "". Dash rules ("———") used in place of percentages are transcribed as "". Printed zeros are kept as 0. The row labels "After issuance of complaint, before opening of hearing", "Stipulated decision" and "Consent decree" each appear twice (once under "Informal settlement"/"Formal settlement — after issuance of complaint" and once under "Formal settlement — after hearing opened"); the duplication is in the original, distinguished only by indentation. Internal arithmetic checks out throughout (e.g. 7,262 + 2,779 + 123 = 10,164; 10,164 + 60 = 10,224), which supports the column assignments.

No footnote text appears below the table on this crop (the caption carries a superscript 1 whose text is on the earlier page), hence footnotes is empty. Structure: 18 columns — stub, then "All C cases" (Number / Percent of total closed / Percent of total method), then CA, CB, CC, CD, CE, CG, CP cases (Number / Percent of total closed each). Decimal points: in this scan many decimal points in the percent columns are broken or printed faintly (e.g. "1 3", "69 4", "100 0", "21 4", "24 1"). (3) The word "administrative" in the last row label is blurred in the scan and could be read as "adminstrative"; it is transcribed with the standard spelling. (4) The footnote marker preceding "See Glossary of terms for definitions." is faint; it is transcribed as a raised 1, but it may be unmarked. Em-dash cells ("---") in the percent columns are transcribed as empty strings. Internal checks pass: All C 17 = CA 17 (row 1); All C 234 = CD 234 (row 3); All C 81 = CA 80 + CB 1 (row 4).
