Reader’s notes

p. 161. The table has no printed column headings: it is an outline-style list of two columns, a label stub and an unlabeled value column at the right, so header_rows is empty. Roman-numeral lines (I, II, III, IV) and the lines "B. Decisions in EAJA cases ruled on ..." and "C. Amount of fees and expenses in cases listed in B, above:" are section labels carrying no value; their value cells are "". Row "II.C" wraps onto two printed lines and is joined into one label here. Section III is printed without a terminal colon after "§ 2412", unlike sections I, II and IV, which end in a colon; transcribed as printed. The spacing between the section symbol "§" and the following number is inconsistent/ambiguous in the scan (sometimes it looks closed up, e.g. "§504"); a single space is used throughout. All numeric values are legible and unambiguous.
