p. 131. The table has no printed stub heading; cell 0 of both heading levels is empty. The three left-hand columns (Objections filed / Objections withdrawn / Objections ruled upon) are tall single headings spanning both heading levels, so they are repeated in each level. "RD cases", column "Overruled - Percent of total ruled upon": printed in the scan as "77 8" — the decimal point is missing/faint in this reproduction. Transcribed as "77.8" (consistent with 21 of 27 and with the decimal format of every other percent cell in the table); flagging in case the literal glyph matters. Cells rendered as a short dash rule (em-dash) in the percent columns are transcribed as "": "RM cases" Sustained percent, and the Overruled-percent and Sustained-percent cells of "Consent elections", "Expedited elections" and "Board-directed elections". Footnote 2 is cut off by the bottom edge of the crop; only its first line is visible and it is transcribed as far as the image shows (it ends mid-sentence at "...objections were sustained, the"). Footnote marker 1 also appears on the caption ("Fiscal Year 1994^1"), which is excluded per instructions. Row labels are followed by leader dots (some with gaps, e.g. "RC cases .... ................ ................"), which have been dropped. Row-label capitalisation and hyphenation follow the print: "Regional Director-directed elections". Internal arithmetic checks pass throughout (filed − withdrawn = ruled upon; overruled + sustained = ruled upon; by-type-of-case and by-type-of-election subtotals each sum to 263), so no misprints are suspected.
