This is almost certainly a misreading or a misprint of "RM cases": the standard series order in this table is RC, RM, RD, UD, and the four blocks (3,020 + 59 + 493 + 32) sum exactly to the "All types" total of 3,604, so the 59-election block occupies the RM slot. The glyph is not resolvable at this scan resolution, so it is transcribed as it appears; treat the stub of row 9 as doubtful. Note also that the third block's label lacks the trailing colon the other four section labels carry.\n\n"All types, total:" (row 1, stub): the trailing mark is a degraded/raised dot rather than a clean colon in the scan; read as a colon by analogy with the other section labels. It is punctuation, not a footnote marker.\n\nUD cases, "Expedited elections under 8(b)(7)(C)" column: all three cells carry an em-dash rule, transcribed as "" per convention.\n\nThe footnote line at the foot of the page is clipped by the bottom edge of the crop — only the upper half of the characters is visible.
