A heavy double rule separates the UD column from RD; consistent with footnote 2, the "Total formal actions taken" column equals RC+RM+RD and excludes UD (e.g. 835+16+108 = 959). "Review of Regional Directors' decisions" is transcribed as a label-only section line, with "Requests for review received" as the data row carrying 353/329/304/7/18/1; the two lines are printed at the same indent inside one ruled band, so an alternative reading is that they form a single wrapped row label. "Regional Directors' decisions" and "Outcome:" are likewise label-only section lines. Two row labels wrap in the original and were joined: "Transferred by Regional Directors for initial de-/cision" (end-of-line hyphen repaired) and "Withdrawn after request granted, before/Board review". All printed totals check out against their components (hearings, decisions issued, By Regional Directors, Board action on request ruled upon, Board decision after review and its Outcome breakdown); no arithmetic discrepancies found. The scan is slightly soft and some "i" dots are lost (e.g. "Initial hearings", "Dismissals"), but no digit was doubtful.
