In the scan that heading's rule and centring sit slightly left of the panel's centre, which could instead mean it spans only the first three columns with "Resulting in certification" a tall heading reaching up one level. The sub-headings are all typeset within the same (third) band, which is why the four-column span was chosen; a reader who needs the exact span should check the rule under "Elections conducted" directly. Scan quality: the page is a 1-bit scan in which the letter "i" frequently loses its dot ("Electıons", "certıfıcatıon", "Stıpulated", "Regional Dırector-dırected"); these were read as normal "i" and are not transcription doubts. In the "Expedited—Sec. 8(b)(7)(C)" label the second parenthesis pair renders as "7XC" in the scan; it is read as the standard statutory citation 8(b)(7)(C). No cell was illegible and nothing appears cut off by the crop.
