Reader’s notes

p. 190. The table prints no column headings at all: it is a stub column of labelled lines with a single unlabelled column of values at the right, so header_rows is empty and the grid is two columns wide. The four roman-numeral lines (I, II, III, IV) and the two lettered lines "B. Decisions in EAJA cases ruled on ..." and "C. Amount of fees and expenses in cases listed in B, above:" are section lines carrying no value, so their value cell is "". Terminal punctuation is transcribed as printed and is inconsistent in the source: section I ends with a colon, section II with a period, section III with no terminal mark, section IV with a colon. Item II.C wraps onto two printed lines and is joined into one label here. The section symbol is printed tight against the number (e.g. "§504"); a normal space is used here. The scan is a low-quality bitonal image in which the dots over many "i" characters have dropped out (e.g. "Applications", "Decisions", "in"); the spellings given are the obvious intended words. The final row's value is a printed bare "0" rather than "$0.00", unlike the other "Amount ... recovered" rows, which carry dollar signs; transcribed as printed.
