  1. 1 "Proceedings" are comparable to "cases" reported in annual reports prior to fiscal 1964. This term more accurately describes the data inasmuch as a single "proceeding" often includes more than one "case." See Glossary of terms for definitions.
  2. 2 A proceeding in which the Board had entered an order dismissing the complaint and the charging party appealed such dismissal in the courts of appeals.
  3. 3 The Board appeared as "amicus curiae" in zero cases.

47 of 56 figures sit in a row or column sum that works out.

Reader’s notes

p. 185. The table has 12 columns: an unlabeled stub, five "Number of proceedings" columns and four "Percentages" columns under the spanner "Fiscal Year 1992", and two columns (Number, Percent) under "July 5, 1935-Sept. 30, 1992". The stub column has no printed heading, so header cell 0 is empty at every level. Cells printed as a dash rule (em-dash) are rendered as "" throughout: the four percentage columns and both cumulative columns in the "Proceedings decided by U.S. courts of appeals" row; the "Vs. both employers and unions", "Board dismissal", "Number" and "Percent" columns in the "On petitions for contempt" block (its six rows); the "Vs. unions only", "Vs. both employers and unions" and "Board dismissal" columns in the Supreme Court block. Doubtful glyphs, all resolved by arithmetic and context: (a) in "Board orders set aside" (first occurrence, review/enforcement block), the "Board dismissal" percentage is printed as "50 0" with a faint/dropped decimal point; it is transcribed 50.0, which matches 1 of 2 and the 50.0 printed in the row above. (b) The first stub label reads "U.S courts of appeals" on the scan, the period after S being faint; transcribed "U.S. courts of appeals" to match the parallel Supreme Court label. (c) The percentages heading "Vs. employers only" carries a stray speck after "only" that is a scan artifact, not a footnote marker. Internal checks pass: 161 + 19 = 180 across all proceedings columns; the five review/enforcement detail rows sum to 161 / 133 / 25; the five contempt detail rows sum to 19 / 16 / 3; the cumulative Number column sums to 10,338 for review/enforcement and 251 for the Supreme Court block. The cumulative Number value 1,415 is printed for both "Board orders affirmed with modification" and "Board orders set aside"; that repetition is as printed and is consistent with the column total. The Supreme Court cumulative Percent column sums to 100.1 as printed (rounding); no correction made. The right-hand portion of the "Fiscal Year 1992" spanner carries an isolated ink speck above the "Percentages" area; it is not text.
