  1. 1 See Glossary of terms for definitions.
  2. 2 The States are grouped according to the 10 Standard Federal Administrative Regions.

777 of 777 figures sit in a row or column sum that works out.

Reader’s notes

p. 146. The crop is cut off at the bottom: the table continues past "North Carolina" (the Region IV block is incomplete and no Region IV subtotal or later regions/U.S. total appear on this image). No footnote texts are printed within the crop, so `footnotes` is empty even though the stub heading carries a raised "2" marker ("Standard Federal Regions^2"); the note text must be on the continuation page or below the crop. 17 columns were counted from the column rules: stub, "All cases", eight unfair-labor-practice columns (All C cases, CA, CB, CC, CD, CE, CG, CP), four representation columns (All R cases, RC, RM, RD), then UD, AC and UC. The stub heading and "All cases" are tall single headings spanning both heading levels and are repeated in each level, as are the UD/AC/UC spanner-plus-code pairs ("Union de-authorization cases"/UD, "Amend-ment of certifi-cation cases"/AC, "Unit clarifica-tion cases"/UC), whose end-of-line hyphens were repaired. Scan artifacts, none of which I judged to be footnote markers or digits: a stray comma-like speck sits immediately left of the CG value for Mississippi (printed as ",0"); I transcribed that cell as 0. A small stray tick/quote mark appears in the blank area above the stub heading and another just below the Region II subtotal rule; both are specks, not text. The scan renders several lowercase "i" dots faintly (Connecticut, Maine, Virginia, Virgin Islands, Puerto Rico, Mississippi, District of Columbia, Pennsylvania), but the words are unambiguous and were transcribed with normal spelling. As an internal check, every row's components sum correctly (CA+CB+CC+CD+CE+CG+CP = All C cases; RC+RM+RD = All R cases; All C + All R + UD + AC + UC = All cases), and each state column sums to its printed Region I/II/III subtotal. No printed value appears to be a misprint.

p. 147. 17 columns: stub + All cases + 8 under "Unfair labor practice cases" + 4 under "Representation cases" + UD + AC + UC. This crop is a middle portion of a longer table that spans two pages: it opens mid-way through the Region IV block (only South Carolina and Tennessee are printed before the "Region IV" subtotal line; the earlier states of that region are on the preceding page), and it ends after the "Region VIII" subtotal, so later regions and the grand total continue beyond the crop. The "Standard Federal Regions" stub heading carries a raised 2 footnote marker, but no footnote text is printed within the crop, so `footnotes` is empty. The CE column heading is printed as "CE ." with a stray dot or speck to the right of the letters; transcribed as "CE". Row labels are followed by leader dots (dropped). Some labels show broken/degraded leader-dot runs ("Michigan", "Montana", "Nebraska", "Illinois", "Region VII") and there is a stray ink speck in the stub area near the Missouri and Region VIII rows; these do not affect the labels or values. Scan artifacts render the dotted i in several state names faintly ("Illinois", "Michigan", "Minnesota", "Wisconsin", "Louisiana"), but the words are unambiguous. All row and column sums within the fully-printed Regions V, VI, VII and VIII blocks are internally consistent as transcribed, as are the South Carolina and Tennessee rows; no apparent misprints.

p. 148. This is the final page of a continued table (caption reads \"—Continued\"); it carries only the Region IX and Region X blocks plus the grand-total line, so the earlier regions are on preceding pages. 17 columns. The three right-hand groups each have a tall two-level heading over a single column (Union deauthorization cases / UD, Amendment of certification cases / AC, Unit clarification cases / UC); \"All cases\" and the stub heading span both heading levels and are repeated. Footnote marker 1 is attached to the caption year (\"Fiscal Year 1992^1\"), which is excluded per instructions; marker 2 is on the stub heading. Stray specks of ink appear above the \"All cases\" and \"CD\" headings and below \"CP\" in the scan; these are artifacts, not footnote markers. All row and column sums are internally consistent with the printed totals (no apparent misprints). Minor scan noise precedes the values 1 (Guam, All C cases) and 690 (Washington, All C cases) — in both cases the leading mark is a speck/apostrophe-like artifact, not a digit or footnote marker.
