Row A ("A. By number of cases involved") carries only that one value; all twelve other cells are dash rules, transcribed as "". Dash rules likewise fill the Union half for employer-only remedies (recognition withdrawn, disestablishment, reinstatement, preferential hiring list) and the Employer half for union-only remedies (hiring hall rights, objections withdrawn, picketing ended, work stoppage ended). The "Collective bargaining begun" and "Backpay distributed" labels/values have stray specks from the scan (a dot before "2,526" and after "2,216"); these are print noise, not characters, and were dropped. All row and column sums are internally consistent (e.g., 1,627+62+5+353+169 = 2,216; 2,216+789 = 3,005), which supports the column assignments. Footnote 1 reads "fiscal year 1991" even though the table caption is for Fiscal Year 1992; this appears to be a misprint carried over from the prior year's report and is transcribed as printed. The dollar signs appear only on the first body row ("C.
