Reader’s notes

p. 37. The table has no printed column headings, so header_rows is empty; it is a two-column list (stub plus a single dollar-amount column). The top of the crop clips a line of running text that introduces the list ("...d for the fiscal year ended September 30, 1992, are as follows:"); that is narrative text, not a table row, so it is omitted. A horizontal rule separates "Insurance claims and indemnities" from the total line. No footnote text is printed under the table on this crop: the raised 10 on "Total obligations and expenditures" refers to a note printed elsewhere, so footnotes is empty. The eleven item amounts sum exactly to the printed total of $161,883,612, which corroborates the digits as transcribed. Stray ink specks appear above "Personnel compensation", after "Other services" and within the leader dots of "Equipment"; they are scanning artifacts, not footnote markers or punctuation.
