Reader’s notes

p. 229. The table has no printed column headings — below the caption rule the body begins directly, with a single unlabelled value column at the right — so header_rows is empty. Two columns: stub plus the value column. Punctuation: the scan is degraded and the colons that end the introducing lines print as a raised dot or a period in several places ("I ... before the NLRB", "C. Awards ruled on", "1. By administrative law judges", "II. ... courts of appeals", "III. ... district courts", "A. Awards ruled on" in section II). Only "A. Awards ruled on:" in section III shows an unambiguous colon. I have written a colon on all of these introducing lines on the strength of the parallel structure; a reader comparing with the page should treat the mark as uncertain between ":" and ".". The leading roman numeral of the first section prints as "I" with no visible period, while "II." and "III." both carry one; I transcribed "I" as it appears rather than supplying the period. The last row ("III. B. Amounts of fees and expenses recovered pursuant to court award") is printed as a bare "0" with no dollar sign, unlike the other money rows; transcribed as printed. Stray specks appear in the leader-dot runs of the section III "Granting" and "Settling" rows and in the "I. B. Hearings held" row; they are print noise, not digits, and no value column other than the right-hand one exists.
