Eight columns: stub plus three single-level headings (Objections filed / Objections withdrawn / Objections ruled upon) and two spanner headings (Overruled, Sustained^2), each split into Number and Percent of total ruled upon. The stub column has no printed heading, so its header cells are empty. The three single-level headings are tall, spanning both heading levels, so they are repeated in both rows. Dash rules (em-dash) stand in the Sustained "Percent of total ruled upon" column for RM cases, Consent elections, Expedited elections and Board-directed elections, and in the Overruled "Percent of total ruled upon" column for Board-directed elections; all are transcribed as "". "By type of case" is printed without a trailing colon while "By type of election:" has one; both are reproduced as printed. Footnote marker 1 is attached to the caption (Fiscal Year 1991^1), which is excluded from the grid, but footnote 1's text is retained in `footnotes`. The scan is slightly degraded so some "i" characters render faintly (e.g. "elections", "Director", "Stipulated"), but the spellings are unambiguous. All printed figures are internally consistent: the column components sum to the "All representation elections" row, and each pair of Overruled/Sustained percentages sums to 100.0 where both are printed.
