Representation Elections in Which Objections and/or Determinative Challenges Were Ruled On in Cases Closed, Fiscal Year 1991

p. 197. Twelve columns: stub, "Total elections" (a tall heading spanning both heading levels), then Number/Percent pairs under five spanner headings. The stub column has no printed heading (only a stray ink dot), so the stub heading cell is empty in both levels. Decimal points: in several percent cells the period is faint or lost in the scan, printing as a space ("1 1", "3 2", "0 7", "3 8"). I have transcribed these as decimals — In RM cases / Objections and challenges Percent = 1.1; Stipulated elections / Objections only Percent = 3.2; Stipulated elections / Objections and challenges Percent = 0.7; Regional Director-directed elections / Challenges only Percent = 3.8. Each is confirmed by recomputation against its own Number and Total elections (1/95=1.1, 108/3,337=3.2, 22/3,337=0.7, 22/581=3.8), so the missing points are scan loss, not a different printed value. In the Regional Director-directed elections row, the "Objections only / Number" cell shows a small tick after "32" ("32'"). It is a scan artifact, not a footnote marker — the table carries only footnote markers 1 and 2, both on headings, and 32 is required by the column sum (1+108+2+32+0 = 143). Transcribed as 32. The two section lines are printed with a faint colon ("By type of case:", "By type of election:"); the colon is partly degraded in the scan. Cells printed as a dash rule (——) in the Percent columns, where the corresponding Number is 0, are transcribed as empty. All internal arithmetic is consistent as transcribed: the two panels of subtotals each sum to the "All representation elections" line in every column, and each Total objections / Total challenges figure equals its "only" plus "and" components.
