Grid is 17 columns: stub plus four panels (All R, RC, RM, RD) of four columns each; all four panels carry the same three-level heading, so this is a single table, not side-by-side panels needing stacking. One footnote line, keyed to the marker 1 on "Resulting in certification" in the All R panel, is printed under the table but is clipped by the bottom edge of the crop — only the top halves of its letters survive and it is not legible, so `footnotes` is left empty. The visible fragment ends with what appears to be "...total in Table 11." The "Rerun required" / "Runoff required" lines carry a value only in the "Resulting in a rerun or runoff" column of each panel; every other cell on those lines is a printed dash rule, transcribed as "". Scan artifacts: the typeface renders many dotted i's without dots (e.g. "Regional Dırector-dırected", "elecuons"), which I have read as the normal spellings. Stray ink specks appear in the "Stipulated elections / Rerun required" line under the RC Total column and the RD Withdrawn column, and in the "Board-directed / Rerun required" line under the RM Withdrawn column; these are not digits and are transcribed as "". No arithmetic was altered. As a check only, every column's five type-of-election entries sum to the "All types" figure, and each panel's rerun+runoff detail sums to its "Resulting in a rerun or runoff" total, so no misprint is suspected.
