Each of the five section labels ("All types, total:", "RC cases:", "RM cases:", "RD cases:", "UD cases:") carries no values of its own; the three indented lines beneath it (Elections, Eligible voters, Valid votes) hold the figures, so the labels "Elections", "Eligible voters" and "Valid votes" each recur five times. The section terminators for RC, RM and UD read as a raised dot or apostrophe in this scan rather than a clean colon; they are transcribed as colons, matching "All types, total:" and "RD cases:". In the three UD cases rows the last column ("Expedited elections under 8(b)(7)(C)") holds a dash rule, transcribed as "". Two stray ink specks are scan artifacts, not characters or footnote markers: one just left of 36,269 (All types, total / Eligible voters, Regional Director-directed) and one just left of 339 (RC cases / Valid votes, Consent). The "1" in the caption is a footnote marker on the caption, which is not transcribed. All column sums check: for each of Elections, Eligible voters and Valid votes the RC+RM+RD+UD figures add exactly to the "All types, total" line in every one of the six columns, and the five component columns add to the Total column.
