Reader’s notes
p. 192. Eleven columns: stub plus a Number/Percent pair for each of All R, RC, RM, RD and UD cases. Three percent cells are printed as a dash rule rather than a value and are transcribed as "": "After hearing closed, before issuance of decision" / UD Percent, "After issuance of Board decision" / RM Percent, and "After issuance of Board decision" / UD Percent. The decimal point is faint or broken in a few cells of this scan: UD Percent of "After issuance of Regional Director's decision" prints as "13 1" and is read as 13.1 (consistent with 16/122), and All R Percent of "After hearing closed" prints with a weak point, read as 1.3. Two specks sit outside cell text and are ignored: a dot just right of "53.0" (RM Percent, "Before issuance of notice of hearing") and a short dash left of "0.7" (RD Percent, "After hearing closed"). Column sums check out against every printed total (All R 6,235; RC 4,834; RM 304; RD 1,097; UD 122), so no misprint is suspected. The caption carries footnote marker 1, which is omitted per instructions along with the caption itself.
