p. 172. Seven columns: stub, "Cases in which formal actions taken", and five columns under the spanner "Formal actions taken by type of case" (Total, RC, RM, RD, UD). The rule between RD and UD is printed as a double rule; it is a column rule only, not an extra column. Apparent misprints, transcribed as printed: in the first block the "Total formal actions taken" figure is 4 short of the sum of its type-of-case cells — "Hearings completed, total" 874 vs 763+30+81+4=878, and "Initial hearings" 731 vs 633+27+71+4=735 (in both rows the total equals the sum excluding the UD count of 4). Every other row's total agrees with its row sum, and all column sub-sums check out. "Review of Regional Directors' decisions:" and "Regional Directors' decisions" are printed as label-only section lines; "Requests for review received" (325 ...) is the data line printed beneath the first of them, not a continuation of it. The section line printed as "Outcome." ends with a period in the scan (likely a broken colon); transcribed as printed. "Transferred by Regional Directors for initial decision" is printed over two lines with the end-of-line hyphen in "de-cision"; joined here. The caption carries a superscript footnote marker 1, but no footnote text appears within this crop (it is presumably below the cropped area), so `footnotes` is empty. The scan's typeface renders dotted i's faintly (e.g. "Initial", "Hearings", "Decisions", "Directors"); spellings are given in standard form. No cell was illegible.

TWO DAMAGED/DISPLACED ROWS (transcribed where the characters actually sit, not corrected): (1) Row "In stipulated elections". The "Cases in which formal actions taken" cell prints "475" on its first line with "D467" on a second line beneath it, and the four values 402, 7, 56, 2 are printed one column to the left of where they belong (402 under "Total formal actions taken", 7 under RC, 56 under RM, 2 under RD), leaving UD blank. Arithmetic from the parent "By Board" row confirms the intended row is 475 | 467 | 402 | 7 | 56 | 2: RC 432 = 402+25+5, RM 7 = 7+0+0, RD 58 = 56+2+0, UD 3 = 2+1+0, and Total 500 = 467+28+5, Cases 512 = 475+30+7. The stray leading "D" is scan damage, not a footnote marker. I left the cells as printed per instructions; a consumer will likely want to shift this row right by one. (2) Row "Exceptions to Regional Directors' reports". The RD cell prints "17 D1" and the UD cell is blank. The trailing "1" is the UD value, again with a stray "D" artifact: 163+2+17+1 = 183 (the printed total), and 287+188 = 475 with 284+183 = 467, matching the "In stipulated elections" parent. SUSPECTED MISPRINT: in "By Regional Directors", the printed "Total formal actions taken" of 75 does not equal 61+6+8+1 = 76, and 75+500 = 575 rather than the 576 printed in the top total row (whose own components do check: 493+13+66+4 = 576). Transcribed as printed. Minor: a small stray dash/speck sits just above and left of "25" in the RC column of the "In directed elections (after transfer by Regional Director)" row; I read it as a scan speck, not a footnote marker. Throughout the crop many lowercase "i" glyphs render dotless (a scan/font artifact); normalized to ordinary "i". "Review of Regional Directors' supplemental decisions:" and "Regional Directors' decisions:" are label-only section lines with no printed values.
