Reader’s notes
p. 204. 12 columns: stub + 5 "Number of proceedings" columns + 4 "Percentages" columns + 2 cumulative columns. Apparent misprint in the heading: the spanner over the first nine data columns reads "Fiscal Year 1984", although the caption and the cumulative spanner date the table to fiscal year 1990. Transcribed as printed. Dash cells: the many em-dash / long-dash entries in the percentage and cumulative columns (meaning not applicable) are transcribed as empty cells per the convention that a dash rule is "". Printed zeros are kept as 0, so the 0 vs. dash distinction in the body is preserved. Faint/dropped decimal points: this scan loses many periods. Cells that image as "100 0", "78 1", "13 9", "2 0", "8 2", "8 3", "60 0" are transcribed with the decimal point (100.0, 78.1, 13.9, 2.0, 8.2, 8.3, 60.0); all of these are confirmed by recomputation against the component rows, and every row/column total in the table adds correctly. The same dropped-period artifact affects the headings ("Vs" for "Vs."), normalized to "Vs." throughout, and the footnote sentence breaks after "fiscal 1964" and after "case.". The stub column has no printed heading (only a few stray scanner marks in the heading box), so the stub heading cells are empty. Row "Board's request for remand or modification of enforcement order denied", column "Vs. both employers and unions": the glyph images as "0-"; the trailing mark is scanner noise and the value is read as 0. The cumulative "Number"/"Percent" cells for the "On petitions for contempt" block and the "Proceedings decided by U.S. courts of appeals" line are dashes in the original, not blanks.
