Geographic Distribution of Representation Elections Held in Cases Closed, Fiscal Year 1990

p. 188. The crop shows only the first page of this table: the body ends after the "West North Central" subtotal and the remaining geographic divisions (and the text of footnote 1, whose marker appears on the stub heading "Division and State") continue on the following page, so `footnotes` is empty. Column structure: 17 columns. The stub heading and the tall single headings ("Total elections", "Number of elections in which no representative was chosen", "Number of employees eligible to vote", "Total valid votes cast", "Total votes for no union", "Eligible employees in units choosing representation") span both heading levels and are repeated in each; the two spanner headings are repeated across their five columns each. Division subtotal rows (New England, Middle Atlantic, East North Central, West North Central) are printed set in from the left margin and are transcribed with their own labels. All four reconcile exactly with the sums of their member states in all 16 numeric columns, which independently confirms the digits and the column assignment of every cell. Two stray specks in the scan, neither treated as a footnote marker: a small apostrophe-like mark after "3,374" in the Iowa row, "Total valid votes cast" column (the West North Central column total of 15,787 confirms the value is 3,374); and a dot between the "Teamsters" and "Other national unions" cells in the Missouri row of the "Valid votes cast for unions" block (the subtotals confirm Teamsters 402 and Other national unions 0).

This is a continuation page of Table 15A, so no footnote text is printed below the table even though the stub heading carries a raised "1" marker (transcribed as "Division and State^1"); the footnote itself appears on the earlier page of the table. The crop is cut off at the bottom: the Mountain division's states run from Montana through Utah here, but the division subtotal row (and the rest of the table, including Nevada and the Pacific division) is not on this image. The "South Atlantic", "East South Central" and "West South Central" rows are the indented division subtotal lines, printed between horizontal rules. All three printed division subtotals reconcile exactly with the sum of their member states in all 16 numeric columns, and in every state row the four union-type components (AFL-CIO, Teamsters, other national, other local) sum to the printed "Total" for both elections won and valid votes, so the column assignment is well corroborated. Minor scanning artifacts, none affecting the values read: a stray ink mark precedes the "5" in the Colorado row under "Teamsters" (elections won), and stray dots appear beside the Tennessee "Total votes for no union" value (4,901) and in the "Total valid votes cast" heading. The leader dots after row labels have been dropped.

The crop opens mid-table with Nevada, the last State of the Mountain division, so the earlier Mountain States (and all divisions before) are on previous pages. Rows "Mountain", "Pacific" and "Outlying Areas" are indented division subtotal lines; "Total, all States and areas" is the grand total. Stray ink / broken type, read as printing artifacts and not transcribed as footnote markers or digits: a small dot precedes 814 in Nevada / "Eligible employees in units choosing representation"; a dot precedes 23 in Guam / "Valid votes cast for unions — Total"; and an apostrophe-like mark precedes 45 in Guam / "Total votes for no union". A similar stray mark sits above the stub rule beside the heading block. The scan renders the dotted "i" faintly in several labels and headings (e.g. "Division", "California", "Hawaii", "Valid", "Eligible"); these are transcribed with normal spelling. All internal arithmetic checks pass: in every row the union-breakdown columns sum to their "Total", votes for unions plus votes for no union equal total valid votes cast, the division subtotals equal the sum of their listed States, and elections won plus elections with no representative chosen equal total elections.
