The scan loses many decimal points in the percent columns, where the period prints as a faint gap: "All representation elections" No-union-chosen percent shows as ".67 9" (stray ink dot at left, read as 67.9) and reversed percent as "26 8" (26.8); "RM cases" union-certified percent "20 0" (20.0); "RD cases" union-certified "33 3" (33.3) and no-union-chosen "66 7" (66.7); "Stipulated elections" total percent "100 0" (100.0) and union-certified "32 4" (32.4); "Regional Director-directed elections" reversed percent "58 3" (58.3). All percents in this table are printed to one decimal, and the implied values are internally consistent (e.g. 7/12 = 58.3, 15/56 = 26.8), so the decimal points were restored. Cells printed as an em-dash rule (Consent elections union-certified percent and both reversed columns; the whole Expedited elections percent row; Board-directed elections union-certified percent and reversed percent) are given as empty strings, while the printed zeros beside them are kept as 0. The "Regional Director-directed elections" label is printed over two lines and joined here. "By type of election:" ends in a degraded colon that images as a raised dot. The caption carries footnote marker 1 on "Fiscal Year 1990" and is omitted per instructions.
