Reader’s notes

p. 167. Column structure: 18 columns = stub + "All C cases" (Number / Percent of total closed / Percent of total method) + seven two-column panels (CA, CB, CC, CD, CE, CG, CP), each Number / Percent of total closed. Crop extent: the table is cut off at the bottom. "Circuit court of appeals decree" is the last fully printed line visible and the table clearly continues onto the next page; no footnote text is reproduced within this crop, so `footnotes` is empty even though the caption carries a superscript 1 and one cell carries a superscript 2. Decimal points: this scan drops many decimal points in the percent columns, so values print as e.g. "34 0", "41 4", "30 6", "1 0", "11 2", "0 6", "0 0", "2 4", "1 7", "100 0". Every such cell is a one-decimal percentage in a column where the point is legible elsewhere, so they are transcribed with the point restored (e.g. CG and CP "Total number of cases closed" = 100.0; "Agreement of the parties" CA = 34.0, CE = 30.6, CG = 41.4). No digits were changed. Em-dash cells: "——" in the "All C cases / Percent of total method" column of the total row, and the single "—" entries throughout the percent columns, are transcribed as "" per the dash-rule convention. Doubtful cell: "Before issuance of complaint", CD cases "Number" column reads as a parenthesised raised 2 — a footnote reference standing in place of a value, transcribed as "(^2)". The adjoining CD percent cell is a dash. The arithmetic is consistent with the entry standing for a suppressed/zero count (CD informal settlement total 3 = 2 + 1 from the two rows below). Row labels: hyphenated line breaks repaired ("administra- tive" -> "administrative", "meth- od" -> "method" in the heading). "Compliance with" is followed in print by dots that run into the leader dots; only the words are kept.

p. 168. Continuation page: the column headings are reprinted here, but the body starts mid-table — the first row, \"Supreme Court action\", is an indented sub-item under a section whose heading falls on the previous page.\n\n18 columns: stub + \"All C cases\" (Number, Percent of total closed, Percent of total method) + two columns (Number, Percent of total closed) for each of CA, CB, CC, CD, CE, CG, CP.\n\nDecimal points: this is a coarse 1-bit scan and many decimal points in the percent cells failed to print, leaving a gap (e.g. the CC percent on \"Withdrawal\" reads \"36 4\", the CG percent reads \"29 2\", the All C percents on \"After issuance of complaint, before opening of hearing\" read \"0 8\" and \"2 6\"). Every percent column in this table is set to one decimal place, and the dot is clearly present in the same columns on neighbouring rows, so these have been transcribed with the decimal point as a dropped-glyph repair, not as a correction. Affected cells include: Withdrawal CC % and CG %; Before issuance of complaint (Withdrawal) CB %, CE %, CP %; After issuance of complaint (Withdrawal) All C % of total closed, All C % of total method, CA %, CC %, CG %; Dismissal CA %, CG %, CP %; Before issuance of complaint (Dismissal) All C % of total closed, All C % of total method, CB %, CE %, CG %; After hearing opened (Dismissal) All C both percents; By Board decision CA %, CB %, CC %; Adopting administrative law judge's decision CA %; Contested CA %, CC %; By circuit court of appeals decree All C % of total method; By Supreme Court action All C both percents; Otherwise All C both percents and CB %.\n\nFootnote-reference cells: in the CD cases \"Number\" column, both \"Before issuance of complaint\" rows (under Withdrawal and under Dismissal) carry a parenthesized raised digit in place of a figure rather than a count. It is small and partly filled in; it reads most like a 2, so it is transcribed \"(^2)\", but the numeral is not certain. The matching footnote is not inside the crop — only one footnote line is visible at the foot, and it is the one beginning \"1\".\n\nDash cells: throughout the percent columns a long dash is printed where no percentage is computable. Following the rule that a blank or dash cell is empty (while a printed zero stays \"0\"), every such dash has been transcribed as \"\". The adjacent printed zeros in the Number columns are kept as \"0\".\n\nScan debris, none of it transcribed: a small \"~\"-like mark sits just left of \"21\" in the CE cases Number column on the \"Dismissal\" row; a stray dot precedes \"29 2\" in the CG cases percent column on the \"Before issuance of complaint\" row under Dismissal; a speck sits above the CP cases Number cell on the \"Adopting administrative law judge's decision (no exceptions filed)\" row.\n\nThe single footnote line at the bottom is clipped by the crop — only the upper half of the letterforms prints — so its wording is read with less certainty than the body; the reading given is the best fit to the visible strokes.\n\nInternal arithmetic checks out as printed: the Withdrawal and Dismissal totals equal the sums of their sub-rows in every Number column, which supports the column assignments above.
