Formal Actions Taken in Representation and Union Deauthorization Cases, Fiscal Year 1990

p. 153. Structure: 7 columns (stub + "Cases in which formal actions taken" + 5 columns under the spanner "Formal actions taken by type of case"). A double rule separates RD from UD; the UD figures are set flush right against the table's right rule rather than centred under the "UD" heading, and the crop edge sits immediately right of that rule (a small ink speck appears in the heading band at the far right). No further column is cut off: the spanner heading is centred over the span that ends at the UD column. Footnote: the caption carries a raised "1" ("Fiscal Year 1990^1"), but no footnote text appears in this crop — the body runs to the bottom edge of the image, so footnote 1's text (and any other notes printed under the table) is cut off. Arithmetic warnings in the "Decisions issued" block (values transcribed exactly as printed, not corrected): - Vertical: "Elections directed" + "Dismissals on record" = 812 + 196 = 1,008 in the "Total formal actions taken" column, but "By Regional Directors" is printed 1,020 (a 12 discrepancy). Every other column adds vertically in this block (891+215=1,106; 662+81=743; 16+8=24; 78+14=92; 10+2=12; and By Regional Directors + By Board = the "Decisions issued, total" line in all six columns). - Horizontal: elsewhere in the table RC+RM+RD+UD equals or slightly exceeds the "Total formal actions taken" (excess = consolidated actions covering more than one case type), e.g. Board action on request ruled upon 256+8+19+1=284 vs 283. In the Decisions block the type columns fall far SHORT of the printed total: "Decisions issued, total" 770+26+95+12=903 vs 1,052; "By Regional Directors" 743+24+92+12=871 vs 1,020; "Elections directed" 662+16+78+10=766 vs 812; "Dismissals on record" 81+8+14+2=105 vs 196. That pattern is arithmetically impossible for a type breakdown, so I regard the RC cells of these four rows (770, 743, 662, 81) and possibly the "Total formal actions taken" cell of "Elections directed" (812) as doubtful. The scan is consistent with a degraded/dropped leading digit: the self-consistent alternative set would be RC 970 / 943 / 762 / 181 with Elections-directed total 824 (762+181=943, 943+27=970, 824+196=1,020, and each row's type sum then exceeds its total by a plausible consolidation margin). I read the printed glyphs as 770, 743, 662, 81 and 812 and have transcribed them that way; a higher-resolution look at these five cells is advised before use. Minor: the section line printed "Outcome·" (the colon prints faintly/low) is transcribed "Outcome:"; it and "Review of Regional Directors' decisions:" and "Regional Directors' decisions:" carry labels only, with no values. The three section/stub lines with wrapped labels ("Transferred by Regional Directors for initial decision", "Withdrawn after request granted, before Board review") were joined into single rows. Leader dots dropped throughout.

p. 154. Seven columns: stub, "Cases in which formal actions taken", then five columns under the spanner "Formal actions taken by type of case" (Total formal actions taken, RC, RM, RD, UD). Footnote 1 is printed under the table, but no superscript 1 appears anywhere inside the crop; its anchor is presumably in the table caption, which is excluded. Several printed figures do not add, and are transcribed exactly as printed: - "Decisions on objections and/or challenges, total": the type-of-case cells sum to 785 (654+43+81+7), not the printed Total of 778; also the two component rows' totals (276 + 504) give 780, not 778. - "By Board": the type-of-case cells sum to 509 (433+22+49+5), not the printed 504. Its sub-rows give RC 412+18=430 (printed 433) and RD 46+1=47 (printed 49), while the Total column is consistent (468+36=504). - "By Board" shows 605 in the "Cases in which formal actions taken" column, the same value as its sub-row "In stipulated elections" (605), even though "In directed elections" shows a further 36 cases. The 605 is corroborated by the total row (290+605=895) and the 605 for stipulated elections by its own sub-rows (412+193=605). All other rows are internally consistent. In the "Cases in which formal actions taken" column, on the "Review of Regional Directors' supplemental decisions:" line, there is a small isolated speck/period; it is scanner noise or a stray leader dot, not a value, and is transcribed as an empty cell. Row labels are lightly broken by scanner artifacts in the leader-dot runs (e.g. "By Board....", "Granted .."); the leaders are dropped as instructed. The scan renders some letters faintly (the typeface shows "i" with a weak dot, e.g. "Decisions", "actions"), but every row label is legible.
