In the row "Decisions by administrative law judges, total" the CD/Jurisdictional disputes cell appears genuinely empty — no digit and no dash rule, unlike the neighbouring rows which print a dash there. Transcribed as "". Note also that the three detail rows beneath it (689 + 85 + 26 = 800) sum to the printed total, and their CD/Jurisdictional values are all dashes, so a value of 0 or a dash is plausible but nothing is printed. The footnote line is clipped by the bottom edge of the crop; only the tops of the letters are visible. It reads as the standard "See Glossary of terms for definitions." with what appears to be a superscript/numeral 1 marker, but the marker and the exact wording are partly cut off and so are not fully certain. The stub heading line carries some stray specks (a dot mid-line and a small tick) that are scan artifacts, not footnote markers. Similarly the "Other hearings" row shows a speck after the 0 in the "C combined with representation cases" column; the value is 0.
