The stub column has no printed heading, so cell 0 of both heading levels is empty; "Total" is a tall single heading repeated in both levels. The raised asterisk printed immediately before the "Pending October 1, 1989" Total figure in the All cases, Unfair labor practice, Representation and Unit clarification sections is the footnote marker for the "*" note; it is transcribed after the value (24,640^*, 21,313^*, 3,014^*, 214^*). In the Union-shop deauthorization and Amendment of certification sections no asterisk is printed. In the Union-shop deauthorization block every cell except Total and Individuals holds a dash rule (—), transcribed as "". Printed zeros in the Amendment of certification and Unit clarification blocks are kept as 0. Arithmetic check (not used to alter any cell): every row's six party columns sum exactly to its Total, the five section Totals sum to the "All cases" line, and pending + received = on docket, on docket - closed = closing pending throughout. No discrepancies found. Scan quality: the page is a noisy 1-bit scan with dotted leaders running into the stub; leader dots were dropped. The crop's right edge sits very close to the right-hand column rule of the "Employers" column, but all Employers values appear complete and unclipped. Possible misprint in the source: the "*" footnote reads "pending Sept. 30, 1990, in last year's annual report", though last year's report would have given pending Sept. 30, 1989; transcribed as printed. That footnote also lacks sentence-ending periods after "annual report" and after "figures" as printed. Footnote marker 1 belongs to the caption (excluded per instructions); markers 2 and 3 are attached to the "Unfair labor practice cases" and "Representation cases" section lines.
