p. 28. The crop shows no column headings at all, so header_rows is empty. The table is laid out as an indented stub with three figure columns at successively deeper indent levels: column 1 (innermost/leftmost figures: 515, 0, 31, 12, 4, 28, 201, 3), column 2 (558, 233, 3), and column 3 (grand/second-level totals: 1,352, 794). Each value has been placed in the column where it is printed; cells to the left and right of a printed figure are blank in the original. The crop appears to be cut off at the bottom: the body ends at "Clarification of bargaining unit / 3" with no closing rule or further lines (the series of Board decisions, e.g. noncontested decisions, would normally continue), so rows below this point are not visible on this image. A faint speck appears in the top margin above "Total Board decisions" but no text is legible there. Stray ink specks also appear in the left and right margins beside several rows; they are not footnote markers and are not transcribed. All figures are legible. Note that the printed component figures do not sum to their stated totals as presented here (e.g. 558 + 233 + 3 = 794 matches "Contested decisions", but 515 + 0 + 31 + 12 = 558 matches, and 4 + 28 + 201 = 233 matches; the 1,352 total exceeds 794 because the untranscribed remainder of the table is cut off). Nothing has been computed or corrected.

p. 29. This crop continues a table from the preceding page: no column headings are printed on the image, so header_rows is empty. The body uses two numeric columns — an inner column holding the indented detail figures (0, 0, 250, 303, 5) and an outer right-hand column holding the flush-left section total (558, printed in bold with a rule under it). "Noncontested decisions" is the only flush-left row label; the other five labels are indented beneath their respective totals, and the three rows after "Noncontested decisions" (Unfair labor practice, Representation, Other) are its components. The first two rows (Amendment to certification, Union-deauthorization) belong to a section whose total is above the top of the crop and is therefore not shown. All characters are crisp; no doubtful digits. A small isolated ink speck sits at the far right of the "Other" row, outside both numeric columns — it is a scanning artifact, not a value, so it is not transcribed. The crop's right edge falls just beyond the total column, so nothing appears to be cut off horizontally, but this cannot be fully verified from the crop alone.
