Footnote 2 is cut off by the bottom edge of the crop: only its first two printed lines are fully legible, and a third partial line (ending roughly in "...tions were conducted") is clipped to its upper stroke tips and not reliably readable, so it is omitted rather than guessed. Footnote 1's marker is attached to the caption year ("Fiscal Year 1989^1"), which is excluded per instructions. The stub column has no printed heading; the top-left header cell is blank in both heading levels. "Objections filed", "Objections withdrawn" and "Objections ruled upon" are tall single headings spanning both heading levels, so each is repeated in both rows. In the "Expedited elections" row the two "Percent of total ruled upon" cells hold a printed em-dash rule rather than a value, transcribed as "" per instructions; the Number cells in that row hold printed zeros. No arithmetic was performed on the cells, but as a check on column placement every printed relationship holds exactly: filed minus withdrawn equals ruled upon in each row, Overruled plus Sustained equals ruled upon, both percentages match their ratios, and the "By type of case" and "By type of election" blocks each sum to the "All representation elections" line in all six value columns. No misprints noted.
