p. 231. Nine columns: stub plus four two-column panels (Total, By employer, By union, By both parties), each with a Number and a "Percent by type" column. The stub has no printed heading, so cell 0 of both heading levels is empty. "Stipulated elections", "By both parties / Percent by type": the scan prints this as "5 8" — the decimal point did not survive the scan (it is clearly visible in every other percent cell). Transcribed as "5.8"; 26/447 = 5.8 percent, consistent with the printed figures. "Expedited elections": all four percent cells hold an em-dash rule rather than a value, transcribed as "". All four number cells are a printed zero. Footnote marker 2 is set as a raised digit that in this typeface can read as a 3 (both in the "By both parties" heading and at the start of the second footnote line); it is the second of two footnotes and is read as 2. Footnote marker 1 is attached to the caption (Fiscal Year 1989), which is excluded per instructions. Footnote 1 as printed ends without a period. Internal consistency checks all pass: the three party columns sum to the Total column in every data row, and both the "by type of case" and "by type of election" blocks sum to the "All representation elections" row in every column.
