By number of cases involved": a small raised digit precedes 9,978; it is read as a footnote marker 2 (transcribed as 9,978^2), but at this scan resolution the digit could be another numeral. Its footnote text is not on this page. Note that 9,978 is not the sum of the section A rows below it (those sum to 13,847), consistent with it counting cases rather than actions; transcribed as printed. Union / Order of— / Court column, row "Other conditions of employment improved": the glyph is faint and partly broken; read as 1. This is the reading consistent with the printed Union total for that row (176 + 0 + 0 + 0 + 1 = 177); every other row in the table also sums correctly across its panel, so no printed total appears to be in error. Rows carrying an em-dash rule in a whole panel (Employer or Union not applicable to that action) are given as empty cells, per the dash-rule convention. "A. By number of cases involved" carries a dash rule in all 13 value columns except Total all. "B. By number of employees affected:" is treated as a section line with no values: it ends in a colon, carries no leader dots, and the figure 4,508 aligns with the following indented line "Employees offered reinstatement, total". Stray ink specks sit next to the Employer/Board value 108 and the Employer/Court value 54 in "Employees placed on preferential hiring list" (section A), and in the Union/Formal settlement column near the last section B rows; these are scan artifacts, not digits or punctuation.
