Many cells are printed as an em-dash rule (——) rather than a figure; per instruction these are transcribed as "". They are distinct from printed zeros, which are kept as 0. The 10(k) row is all dash rules except the two totals and the CD-jurisdictional-disputes entry of 33. The footnote line at the very bottom of the crop is clipped by the bottom edge — only the upper halves of the letters are visible. It reads "1 See Glossary of terms for definitions.", the standard NLRB footnote, but the wording is reconstructed from partially-cut glyphs rather than fully legible type. No footnote marker is visible on any heading or value inside the table body itself; the "1" presumably attaches to the caption, which is excluded from this transcription. In the stub cell "Decisions and orders by the Board, total" there is a small stray ink mark immediately to the left of 1,113 in the "Cases in which formal actions taken" column; it is scanning debris, not a digit or footnote marker, so the value is transcribed as 1,113. A similar stray tick appears above the "Total formal actions taken" heading area in the top rule. Arithmetic cross-checks all reconcile as printed, which supports the column assignments: row sums across the 12 type-of-case columns equal "Total formal actions taken" for every data row, and the section totals equal the sums of their indented sub-rows (hearings 725/635; ALJ decisions 1,050/713; Board decisions 1,113/907). No internal inconsistency or suspected misprint was found. The scan is a 1-bit halftone with some broken letterforms in the stub (e.g. "in"/"m" and "administrative" render imprecisely), but the row labels are unambiguous in context; all digits are crisp.
