Footnote markers ^1 (on both "Recapitulation" section lines) and ^2 (on the Recapitulation row "8(a)(1)") are printed, but the footnote texts themselves fall below the bottom edge of this crop and are not visible, so `footnotes` is empty. Section line A is printed as "A Charges filed against employers under Sec. 8(a)" — the period after "A" is not visible in the scan, whereas section B clearly reads "B. Charges filed against unions under Sec. 8(b)". Transcribed as seen.
