0 of 6 figures sit in a row or column sum that works out.
p. 31. The crop is a fragment that continues a table from above: no column headings, caption or total row are printed on this image, so header_rows is empty. The grid has two columns, the stub and a single unlabelled numeric column. A small isolated speck sits in the upper right of the crop, above the 31; it appears to be a scanning artifact or the cut-off tail of material printed above the crop, not a digit or footnote marker, so it is not transcribed. The apostrophe in "court's" is a typographic apostrophe in the scan and is transcribed as a plain apostrophe. All five values are clearly legible.
p. 32. This crop is a full text page (p. 19 of the FY1989 report) and contains almost no tabular matter. The only table content is the single line at the top of the page, "Awaiting action at end of fiscal year .... 16", which is the last line of a leader-dot tabulation continued from the preceding page; the rest of the tabulation (its heading, if any, and all preceding lines) is not on this image. No column headings are printed here, so header_rows is empty. The grid is therefore 2 columns: stub label and value. Everything below that line is narrative prose ("C. Decisional Highlights", sections 1 and 2) and has been omitted. The two notes at the foot of the page ("1 293 NLRB No. 79 (Chairman Stephens and Members Johansen and Cracraft)." and "2 296 NLRB No. 118 (Chairman Stephens and Members Cracraft, Higgins, and Devaney).") are footnotes to the body text, not to the table, so they are not listed in footnotes.
