The table is typeset as an indented hierarchy: the row label's indent level determines which of three numeric columns its value sits in. The deeply indented item labels (Amendment to certification, Union-deauthorization, Unfair labor practice, Representation, Other (UD only)) carry their figures in the inner/left numeric column; the flush-left section label "Noncontested decisions" carries its figure 659 in the outer/right numeric column, noticeably further right than the others. This reading is supported by the arithmetic: 257 + 398 + 4 = 659, so 659 is the total of the three rows that follow it. The 659 is set in bold and has a short horizontal rule beneath it (a subtotal rule), which I have not transcribed as a character. In "Other (UD only)" there is a small raised speck immediately after "UD" that resembles an apostrophe or dot; I read it as a scan artifact rather than a footnote marker or punctuation, since no footnotes are printed on this crop. The first two rows (Amendment to certification, Union-deauthorization) are the tail of a section begun on the previous page, and the crop ends after "Other (UD only)" with no totals line visible, so the table almost certainly continues above and may continue below.
