Reader’s notes

p. 261. Two printed columns: the stub (outline-numbered item labels) and a single unheaded value column; no column headings appear on the page, so header_rows is empty. Section/heading lines (I., C., 1., 2., D, II., III, and the two "A. Awards ruled on:" lines) carry no value and are given as "". Doubtful cells: (a) "Claimed" value — the scan shows "$107,774 00" with the decimal point not resolving; by analogy with the adjacent "$106,042.00" I transcribed it as "$107,774.00", but the point is not legible in the image. (b) "Denying" under "1. By administrative law judges." — a raised 1 is printed immediately before the 6, read as footnote marker + value, i.e. 6^1; it could conceivably be read as the figure 16, but the superscript sits clearly above the baseline and ties to the single footnote below the table. Possible misprint/inconsistency as printed: the footnote attached to that value speaks of "9 (nine) cases" while the value it marks is 6; transcribed as printed, nothing reconciled. In the footnote text the word "nine" is degraded in the scan (prints like "nme") and the token "SBHO" is printed as shown but its meaning/accuracy is uncertain — it may be a typesetting corruption of an abbreviation. Labels are kept with their printed punctuation and numbering, including items "D" and "III" which are printed without a following period, and the trailing periods on "C. Awards ruled on.", "1. By administrative law judges." and "2. By Board.". Leader dots after labels were dropped. The whole table, its rule lines and its single footnote are inside the crop; nothing appears cut off.
