p. 229. Nine columns: stub plus four two-column panels (Total, By employer, By union, By both parties), each with Number and "Percent by type". The stub has no printed heading, so cell 0 of both heading levels is empty. Three percent cells print with the decimal point dropped out by the scan, showing as a gap: "4 0" for RC cases / By both parties, "0 0" for Expedited elections / By employer, and "51 7" for Regional Director-directed elections / By union. Every other cell in those columns carries one decimal place, and the implied ratios agree (16/402 = 4.0, 0/2 = 0.0, 58/112 = 51.8), so I transcribed them as 4.0, 0.0 and 51.7. Note that 58/112 rounds to 51.8, not the printed 51.7 — I left the printed digits alone. The second section line reads "By type of election." with a terminal mark that renders as a period; the parallel line above is clearly "By type of case:", so the mark may be a colon whose upper dot was lost in the scan. Transcribed as it appears. The footnote 1 marker sits on the table caption ("Fiscal Year 1988-1"), which is excluded from the grid per instructions; footnote 2 attaches to the "By both parties" column heading.
