The sub-labels repeat verbatim, so identical row labels appear several times; they are transcribed in printed order. Stray ink specks on the scan sit just left of "14" in the UC column of the first "Dismissed / Before hearing" row and just left of "14" in the following "By Regional Director's decision" row. They are scanning artifacts, not footnote markers or digits; the values read 14 in both cells. No footnotes or source line are printed under the table. Arithmetic checks out as printed (AC 8+10+12=30; UC 60+80+175=315).
